(Perhaps advanced) Web Design / Development / Programming question?

Hi and thanks, I know HTML and basic CSS, but can not fill my needs, I have to know how to do the following: I am building a portfolio of graphic design, you can create a web design, but features I really need help. View as HTML only know for me to update my portfolio would have to add, move things from one page to another if it exceeds a certain number, which is to create new pages and links .... It is a lot of work but I have seen other websites that are easily upgradeable and features you need to make me automatically after entering the required data. Please, someone will help me to advise me what I have to do without using something like WordPress, etc. .. maybe just links to tutorials? thank you very much!
