When is best to use: Dreamweaver vs WordPress vs Drupal templates or some other program to create websites?

You can learn any or all three and make an effective website.

Dreamweaver can be used to design three types of sites - ie you could build a site in Dreamweaver Drupal or WordPress site in Dreamweaver. I've actually done all three things - Drupal, WordPress, and straight HTML in Dreamweaver.

Drupal is a CMS - so if you're building a site that needs a lot of direction or is to have the content management people who can not or will not learn HTML, this might be a good choice. Drupal offers a lot of plugins and extensions such as a blog, calendar, and a forum. So if you think the site will have all these things over time this could be a good choice.

WordPress is primarily a blogging tool. Yes, a lot of people are beginning to use to manage your entire site, but most times you can say to these sites because they look like blogs. Finally, Dreamweaver alone. You can build any type of site you want with just Dreamweaver. You do not have the tools incorporated in the blogs and CMS as with Drupal and WordPress but you have the flexibility to build anything you want. And as I said before, you can use Dreamweaver to create and maintain templates for Drupal or WordPress sites.
