Programmers: Ask open source?

I have two questions about open source software WordPress. Is it legal to copy the code WordPress and produce different types of application hosting blogs on the net? If not, then it is very difficult to develop one? Because I'm trying to find a offshore programmer to develop one for me to start my own blog hosting platform. I can only copy of WordPress so the cost of production would be much cheaper. Someone already offered me $ 4000 - $ 5000 for the blogging platform, is a good deal?
