WordPress Plugins Wikipedia

How I can change the encoding of a plugin for WordPress?
I have two WP plugins I like to use, but I have a problem with the encoding, or at least I believe it is encoding. 1) When inserting the text is based on Serbian latin script and save a draft message (a plug-in Newsletter is in question) all letters with diacritics (http://en.wikipedia.org/wiki/Diacritic # Languages_with_letters_containing_diacritics, travel to Slavic) become signs question. 2) When inserting the Latin or Serbian Cyrillic text in the "New appointment" plugin I get an error, while the standard of English text there is no problem. Anyone see a solution to this problem?
