Problem with plugins for WordPress! Please help?

I downloaded a Twitter plugin for my WordPress blog, the instructions to install says Put 'twitter-tools' directory in your wp-content/plugins / directory. How I can do that? When I go to my plugin directory does not exist tab "add new plugin" or load a new plugin. I'm so confused. Any help is appreciated. Thanks!

If you are running a free program on wordpress.com, you may not have the ability to add new plugins. On the other hand, you can tweet a post from wordpress.com - go to my blogs and authorize the connection between Twitter and WordPress - and there is a widget in most of the topics to display your tweets on the blog. So you may not need TwitterTools after all.
