The use of plugins for WordPress?

I joined yesterday and WordPress I am using the free hosting option, but I'm thinking of buying a domain name this weekend (do not think it really matters). I've looked at some tutorials on how to install plugins, but under the "appearance" menu, the option is not there. What I'm asking is that if someone could tell me how to get the plugins menu, or give me a link. PS I know how to download plugins, I can not install 'em.
