WordPress Plugins Tab Missing

Can not find WordPress Plugin tab.?

Hello, I went through official document stating that wordpress can be added via plugins tab of the plug-in in the administration panel. But I could not find the tab for the plugin in the panel but could not find the rest of all the tabs, that is - Dashboard, write, manage, Comments, Blogroll, presentation, user upgrade option. But lack Plugin tab. Can anyone help?

You can not add plugins for WordPress online at wordpress.com. You can add plugins to your own installation of wordpress on a web server that has access.
