¿I can access a file access HT?

I'm taking a WordPress plugin called WP Super Cache. I am following the 7 steps too remove it: To uninstall manually: Deactivate page cache configuration plug-in and clear the cache. Deactivate the plugin in the plugins page. Remove the set WP_CACHE wp-config.php. It seems that define ("WP_CACHE ', true); remove the Super Cache mod_rewrite rules from file .. htaccess files Remove wp-content/advanced-cache.php Remove wp-content/cache and wp-content/wp-cache-config.php directory / Delete the wp-super-cache plugin directory. I have to "Super Clear rules Cache mod_rewrite in your. htaccess ". but I can not seem to access it in the file. It's something to do with permissions? How I can rewrite the rules? Not even let me click on the HT Access file. Any help or advice would be greatly appreciated. Thank you very much
