Could you add a plugin for WordPress without FTP?

I used to use a forum called SMF and thus could be looking to add plugins zip file of the plugin. It's something like this is possible with wordpress? This is a success pain in the ass having to having to load plugins, particually when you're on your own computer .. Thanks, but what about the third party plugins that you can find in wordpress

Save a third party plugin (zip format) on the desktop from the dashboard, plugins / Add New, then select Download and navigate to the file name you have for it.
