How I can do for all my WordPress Email users when submitting a blog?

I looked at some plugins, but had hope that there was a general answer that simply ignores the configuration of wordpress.

You can not see a built-in software, however, this plugin may be what you are after. There is level 2, however, so you're going to have to cut n paste! You may want to try to get an RSS feed e-mail from a script, if you want to publish mail when somethings published, if that's what you mean.
