WordPress Plugins Database

WordPress can not write files and automatically installs / updates not work ...?

In the wordpress site I'm having trouble with is http://www.planningservicesinc.net I recently ran the automatic update to upgrade to WP 3.0, but not big. Then in my haste to fix things that ended up having to do a clean installation of version 2.9. So I saved the site from being lost, but I delete or overwrite a file that I needed / was created by the previous webmaster because they can not do an automatic installation of plugins or a backup (write) files with my WP Database Backup plug-in. My server is Microsoft-ISS/6.0 - I have already set file permissions and similar solutions, this is not the problem. Any suggestions? Anyone know what I did wrong? Nothing at all? Forgot to mention that I checked with the host as well. Whatever the problem is my end.

Check with your host. It is possible to close something out of your hand does not allow the update automatic and that matched what I was doing.
