WordPress Offline Xampp

Is it okay to c-panel and xampp?

I have been completely drawn a blank and he thought that any help greatly appreciated. Have a go at basic web design (WordPress) just for fun, and teaching myself as I go. Now I have c-panel as part of my hosting package to pay and the use of CMS wordpress. It is my understanding that to create an online area for me to create my content before boarding I can use xampp? is that right or will the conflict of two? Thanks again! Is this the wrong place or just a very obvious question? thanks but it is a very obvious question.
