WordPress Help: Changing the domain?

Please feel free to respond as if I have four, the official explanations have me confused WP! I have a domain existing name, and a WP blog I set up a sub-folder as a test site. Now I'm ready to do the test site main site, but simply redirect map new domain to the folder is not working (visit the domain now comes with a blank page). Or move the files in the sub-directory in the directory. Can someone explain, step by step, I have to do to get this working?

Put the files back where they were, and remove the redirect. Starts panel session and go to Settings / General. You will find two boxes: WordPress and website address. Set the direction of the subfolder where WordPress it really is, and set up the website address at the top of the domain. You should not have to do anything beyond that.
