WordPress error after upgrade?

I updated my WordPress Installation without disabling all my plug-ins. Now I'm getting follwing error each time you access wp-admin: Fatal error: Call to undefined function: has_action () in / home2/cookies/public_html/wp-admin/includes/plugin.php on line 462 Does anyone know how to fix this problem? I tried to rename and move my plugins folder to disable them, but has not worked. Any help would be greatly appreciated. Thanks in advance. Tracy Thanks for the information.
