How to build a news portal that is organized.?

I'm trying to design a website using a content management system like WordPress - This site has to look like a sticky note site where I can post links and photos in an organized manner. However, they have to point to external sources. http://Wordpress.com is using exactly what I need, but I can not find the topic anywhere and have no knowledge of php to build it myself. Help?
