WordPress, where's my plug-in group?

I'm so frustrated right now ... trying to set up AdSense on my WordPress blog I can not understand why I have not a plug-in subpanel. Screencaps of tutorials that show just below the appearance and the subpanel is not there, or any else for that matter. Do I have to upgrade my account to get it, or am I missing something (apart from a plug-in panel)?

What version of WordPress is using? Are you hosting it on your own domain or wordpress.com? The Appearance tab in WordPress 2.7. In previous versions is in the tabs at the top of the screen. If you are trying to find a specific panel for a particular plug-in might be under the settings tab. It is difficult that with the limited information in your question.
