WordPress - How I can include an external PHP file?

Hi, I have a new installation of WordPress. Here is an example of what I would like do: Include an external PHP file browser. WordPress is in http://example.com/wordpress. The exterior of the PHP file navigation is on http://example.com/navigation.php. PHP includes as not work. Any help is greatly appreciated! Thanks I appreciate the help, but none work. I would also like add that I have a different installation of WordPress has exactly what you need to work. But for some reason, this setup I can not. Same versions. I copied all my code in a new wordpress theme. Now working. No work on my modified theme for some reason-_-
