In WordPress, how I can change the settings Miscellaneaous?

I have to change the folder where you upload images, because my current approaches with an IO error. Every place I look says I have to seek to change various settings, but I have no idea where to find (not on the tab configuration). Someone give me step by step instructions to get from my WordPress.com panel to configure multiple (or somewhere else where you can change the folder my images uploaded to enter). Give clear and complete instructions for the best answer!

If you have wordpress.com - the free version - not likely has an option to change the folder. Check to see if lack of space - which will fail. MISCELLANEOUS http://en.support.wordpress.com/?s=IO+error settings is under Settings - Permalinks just below. If not, you do not have access to this option.
