I need a loading tool on my website?

I add a tool for my kind of site like WordPress or phpBB, the installation instructions in are provided and all configuration files are already there. I do not know how to code something like this myself. I need something that allows the user to load a single file with a specific extension of my choice. And then I need the files that are displayed on a separate page to explore. Is there something like this there?
