How wordpress work?

Hi, I'm looking to make a WordPress page for a big city in any case I am helping the hosts. I know there wordpress.ORG requiring the discharge of WordPress 3.0, and no wordpress.COM is a blog site simple. I am interested in learning to use WordPress 3.0 and make a site through that method. That said, I am very confused as to its operation. I've been searching online themes that work well for my intended use of the site and download it. This is a zip file, but I have no idea how to load / use it. I looked at wordpress "Adding a theme" of the page, but got confused further by the mention of "cPanel" and other words techy chance. Any help at all on how to use a theme I downloaded, and information overview of using WordPress is greatly appreciated! Thank you very much!

If you are going to promote anything, I recommend you create your own blog WordPress. Having a blog might Get a blog permanently deleted if they are promoting in any way.
