What is the best blog site free of charge?

I need a blog site that allows you to change the layout, or choose between different change the source, without using CSS, HTML or modify the script, use multiple tabs or pages in the blog, something like what wordpress offers (but I can not stand wordpress ...), and just generally easy to use. Currently I have a blog on blogger.com and I like it, but I wish you could add another tab / page, not in the sidebar of the blog. If it makes a difference, I'm blogging in the news, current events, personal opinions. Any advice would be great, and take the best answer, depending on who suggests that the best place for what I have described. Free blog sites please ... It is not important enough for me to pay for anything.
