what is the best web development tool for creating dynamic and interactive web pages, and easy to use interface.

Depends on the project CMS like Joomla and WordPress are ideal for instant beautiful sites. A 'WYSIWYG' as Dreamweaver is better if you will, that is a more direct control. simple control of the URL of the page and tags etc (SEO). Flash is almost a no-no if you want people to actually stay in place and not get bored waiting for an update to download from Adobe .... I tend to use DW, but have been trying to get into WP - Yet in my last project in which only returned to DW because, although the GT version looked good, I could not get to do just what I wanted ... I remain intention of getting to grips with WP at some point and have used it for a project so far ...
