Are there any open source, standards-based platforms, blogs?

Does anyone know of a blogging software or content management system (CMS) that allows me to create uni-level load members and visitors (subscribers) according to what level registered for the? Or is there any plug-in that can be integrated into WordPress or Joomla that allows for this function? I would like to run the software directly on my web server. Please do not hosted solutions.

Im not very familiar with wordpress, but Joomla has multiple levels of users and editors built in. There are some extensions for Joomla that allows the loading of money, but I do not know if there is something that is exactly what you want, you probably should have you or someone you manually add people to the group right after paying.
