Help to make a "thumbnail custom" WP?

Hi guys. I have to create a few 16:09 (ISH), 'thumbnails' 284/150px larger images, the fact is that I do not want to 'squash' the image, I would like to 'harvest' my photos larger than this size, but it has been cut in the top left, if that makes sense. I have access to Corel Draw 11, Corel Photopaint 11, Office 2007, and the paint, obviously. I have no experience Corel FWIW. just select the section you want to start their cultivation and drag the mouse to the section you want to leave ... sure that its share of 16:09, and then you can change the size of 284/150 after receiving the correct ration.
