I want to make a website where people can submit, vote and comment on photos / videos. Any suggestions?

My husband and I like to create a site reception. Our inspirations are Fmylife.com, Failblog, LOLCats, etc. Failblog know LOLcats and run on any part of wordpress, but we are looking for something a little more. Fmylife using CakePHP, but can be a little more advanced for us. So far, I have tried Gallery2 and elgg and that were not really what I was looking for. For the basics, we just want something open source (hopefully free) that allows people to submit funny pictures that other people can rate positively or negatively and also can post comments. I am learning PHP, but I doubt he has the ability to do any of this from the beginning but as time goes on we can improve all we have. Thanks!
