How to make a WebBlog. COM?

I want to do a site like concreteloop or other music blogs that are independent (non-use. Blogspot WordPress o. or anything else) and are very popular. I have free time to keep the site running and get a great place, but I do not know how to begin. Where I can get a URL? How much should I pay? I also do not know how the site design and stuff? I know you could get ppl to do as designers web pages. but idont know who to contact? any helpp? Thanx a lot
