Website creating help?

Im want to create a website for this important group where people can sign, sign, a profile picture, some information, and so on. Does anyone know any programs that are fairly easy to use to make something like this? (Cheap if not free) I looked at WordPress and I'm very confused. (If that is the program that I have to use please explain in detail how to use) And one last thing, I have Microsoft Expression Web 3, a builder website, maybe there is something there that I do not know about that can do this?
