Why WordPress Themes costs money when they say they are free?

I Googel and found some great WordPress themes.All store say they are "free!" but when I try to load the css, it says I have to download anything to save it.Why hell is that? If they say they are free ... Most of those who make it a fraud, huh? And do not tell me I should use the built in 32 WordPress themes as I hate them.

If you are using wordpress.com - WordPress Hosted solution then you can install a theme you download. You can only install the themes found in wordpress.com. On the other hand is able to customize the CSS if you pay for wordpress.com service. They provide a free platform of blogs and have the right to make some money off the service. If you want to be able to download and use any subject as you can consider getting a self hosted WordPress Installation on your own hosting service. It took a little longer, but allows for customization complete themes, plugins and everything else.
