Free WordPress Template Design

Saving iWeb templates?

I do some web design work, and my client wants to use iWeb to make it easy for him to edit the site on their own. I realize that there are tools out there (WordPress, Rapid Weaver) that are easy to use, but he insists on iWeb, however, How can I design the page AA iWeb and then export it as a template? I know you can do, as some websites that offer free downloads of templates iWeb.
