wordpress themes?

I recently started using my WordPress blog I did a few months ago and am a bit confused. are the only free themes that are on the site? I really can not use custom CSS without paying? Also, what is wordpress.org and what is the point download the software? worth downloading if you do not want to pay for the Custom CSS upgrade?

Usually, you can use any css can be edit already used on their pages or create / upload new ones without having to pay for the privilege ...
