¿I can create an HTML website from a WordPress theme?

I have modified and created a WordPress theme that I like. I take this and use Dreamweaver CS3 make it a template for a website. My goal is to use CSS to control page appearance, and have all the pages of my site look like my blog. I am a newbie with this so any help would be appreciated

If you have images that have been used in buildilng template, you must be able to replicate the look of the template for your website. However, it needs to be fine with HTML and CSS for this.
