Can anyone help me with chmod 200?

My web space and installation of WordPress has been blocked by 1and1 using chmod 200. Can anyone give me a step Rookie version-step guide on what to do?

You have to talk to them. If you have changed, also changed the file ownership and only they can change the permissions. They did so because there is something wrong with your installation and was sucking resources, most likely.
