How I can configure WordPress to allow members?

I like to set up a WordPress blog to allow people to register to receive newsletters and updates? Is the need to download wordpress on my computer? Are there any pre-made templates for this guy?

Here is a plugin designed to do just that: That http://wordpress.org/extend/plugins/members-only/ now if I need help. I've been building websites WordPress for my clients for years.
