A simple way to control the layout of web pages / templates CMS?

I have difficulty controlling the design and placement of elements page, either on the page I designed from scratch or a template of WordPress .. Is there a software that makes it simple? If I use simple free software like NVU just enter HTML tags and log in and change the alignment attributes, which is a tedious process. If I use Dreamweaver, which basically can "draw" an item that you want on the page, but then hard codes the size in pixels and you lose the natural stretch properties of self- tables. And now, of course, the change is to the CSS. I do not know an easy to use software that does that. Any advice?

You are right that CSS is actually considered the way forward. There are some very good reasons for that, and you are discovering. The old paradigm of pretending that a website is like a word document processing, simply does not work. WYWIWYG is a lie, when it comes to web development. The CSS approach is much easier, but requires a change in their thinking. It is best to design the content and the overall structure of the page without worrying too much about the layout. You can then use CSS to make any design you want, without the tedium of the tables. You do not have to memorize all the CSS attributes. Consider using Aptana for building their websites. This is a free editor for programmers that is optimized for web development. Although it has some tags like nView, is best used as a plain text editor. In fact, it helps you write code XHTML and CSS.
