WordPress Coding Standards

I want to create a blog theme (template) from scratch. I am not a techie. ¿I can do or am I dreaming?
I recently discovered the joy of blogging. Now, after a few months of this, I think I'm satisfied with the templates to choose from. I want a big blog of three columns, a large banner at the top, two fixed sidebars and a main column variable. Sounds easy, but I'm having a hell of a time. I know a little HTML code and designed my own website, so I'm no stranger to this, but the design of blogs is something quite different. XHTML is on one side and have a lot files, each with a bit of code that are supposed to know. So apparently there is no standard way to do this. Blogger has it own code or something, like WordPress, Movable Type and a myriad of others. Any ideas?
Yes, anyone can do - if you want it bad enough. Some of the best things I have taught requires two things: a need for something and the desire to solve it. Good luck!
