Free blog host that will give you total creative control?

Do you know of a FREE blog host that give total creative control? I am familiar with LiveJournal, Blogger, WordPress, etc., but they all offer limited (if any) creative control in terms of designing your own templates. WordPress only allows you to change the CSS if you upgrade to a paid account, which allows you to design and preview changed to free, but actually to template own design, you have to pay for the upgrade. I did a search filter with WordPress looking templates that allow you to use a custom background, but only There are a handful, and still do not work well with my background ~ I can not afford the upgrade at this time and are meaningless without trial and will not be able to update when finished. If you know of any blog host that allows me to design my own template / theme, could you share the host name? (And again, I am familiar with the great, so LiveJournal, Blogger, WordPress, Vox, etc will not work). Thanks!

I think they are underestimating the things you can do Blogger. Blogger offers more possibilities than you can imagine, if you know your way around CSS and HTML / Javascript. There are even ways to convert your blogspot in a youtube style site video. If you can not find anything more suitable, I'm happy to help you get what you want to design your blog.
