WordPress SEO on the page requires the same steps as any other site, but also needs some changes the standard configuration, plus the use of a good theme and several plugins.

Choosing good keywords - this is the basis for all SEO and where you can fail before launching a website.
Getting a good domain name - this must include the main keyword. If you can get a clean old domain that's right, that would be ideal.
Adding unique content - the site will be driven by content not available elsewhere.
The organization of each page around a keyword - the keyword used in the URL, title and text as the content remains readable for visitors. Do not overdo it as this could be seen as keyword stuffing that engines Search dislike.
Link - Link all your pages with keywords as anchor text. Also link to sites relevant authority, preferably within their content. No other pages link to dubious.
Even "Legal", pages - About legal policies and contacts and pages are essential for the page SEO purposes.
Often the addition of content - search engines like to see your site is active as frequent changes are good.
Make a site map - ensure that there is a site map for search engines (WordPress users can install a plugin to do this).

Additional aspects to SEO WordPress page:

WordPress Theme - some of the topics are designed to look nice without taking into account at SEO. Use one that was designed with SEO in mind.
Permalinks - Change to "postname" to the title of the page / message appears in the URL instead of a number.
Plugin SEO - SEO install a plugin such as "All In One SEO Pack".
